From 1 June 2026, a new Wage Protection System (WPS) framework introduced a more standardised salary deadline and a quicker, phased response to late payments. Employers that still rely on older payroll calendars should review their process now.

The change matters most to private-sector establishments registered with the Ministry of Human Resources and Emiratisation (MoHRE). WPS is the electronic system used to monitor wage payments and help ensure employees are paid in full and on time. The Central Bank of the UAE developed the system with MoHRE.

What changed under the 2026 WPS framework?

Under Ministerial Resolution No. 340 of 2026, wages for the previous month are due on the first day of each Gregorian month for establishments registered with MoHRE. The official UAE guidance also describes a minimum 85% wage-payment threshold for on-time compliance where lawful deductions apply.

That threshold is a system compliance measure. It does not give an employer permission to withhold an employee’s contractual wages. Employers remain responsible for paying each employee the amount due, subject only to deductions permitted by law.

The official guidance describes graduated follow-up when wages are not paid: electronic monitoring begins on the due date, reminders can start from the second day, and further measures may include restrictions on new work permits, administrative penalties and labour-dispute procedures. The steps depend on the circumstances, including the size of the workforce and whether violations are repeated.

Why HR and finance teams should review payroll now

A payroll run can miss a deadline even when the funds are available. Late approvals, incorrect employee or bank details, changes to salary components, rejected payment files and unclear handoffs between HR and finance can all create delays.

The first-of-month deadline makes it important to plan backwards from the due date. Businesses should allow time for payroll review, management approval, payment-file submission and correction of rejected transactions. A salary file that is only prepared on the due date leaves little room to resolve an error.

A practical WPS readiness checklist

  • Confirm which rules apply. Check whether the establishment is registered with MoHRE and whether any specific exemption applies. Free-zone employers should confirm their position with the relevant authority rather than assume the same process applies to every entity.

  • Move the payroll calendar forward. Set internal cut-off dates for timesheets, leave, overtime, commissions and approved deductions early enough to complete the transfer by the first day of the month.

  • Check employee records. Reconcile names, work permits, salary terms and bank or payment details against current records before preparing the payment file.

  • Review salary changes and deductions. Keep written approval and supporting records for changes, and verify that deductions are legally permitted and calculated correctly.

  • Build in a payment-file review. Have a second reviewer check the payroll summary and payment file before submission. Track acknowledgements and rejected transactions until they are resolved.

  • Keep evidence together. Store payroll approvals, wage files, payment confirmations and employee communications in an organised, access-controlled record system.

  • Assign a backup owner. Make sure payroll can still be approved and submitted if the usual HR or finance contact is away.
